Purpose of the Forum
This forum aims to understand the conditions faced by different migrant populations —immigrants, those in transit, or returning, among others— in Colombia, Chile, Mexico, and Andean countries, regarding the exercise of their right to health, as well as to analyze current national policies to ensure effective access.
Several international instruments recognize the right to health without discrimination for all vulnerable populations, including those in contexts of mobility. Among these are the Global Compact for Safe, Orderly, and Regular Migration and the WHO Global Action Plan on the Health of Migrants.
These normative frameworks have promoted legislative reforms and administrative processes in many countries, yet significant challenges remain to achieve full and effective enjoyment of this right.

Ietza Bojórquez
🇲🇽 El Colegio de la Frontera Norte (Mexico)Ph.D. in Epidemiology, M.Sc. in Public Health, and General Practitioner. Professor and researcher in the Department of Population Studies at El Colegio de la Frontera Norte. Member of the Lancet Commission on Health, Conflict, and Forced Displacement. Her research focuses on the social determinants of health, health and migration, mental health, and public health policies regarding migration.
Andrea Avaria
🇨🇱 Universidad Autónoma de ChileProfessor and researcher at the Universidad Autónoma de Chile. Ph.D. in Social Anthropology and Social Worker. Specialist in Medical Anthropology, migration, and Chagas disease. Throughout her academic and professional career, she has valued the contribution of applied qualitative research, as it enhances understanding of the processes through which people’s health is addressed.
From a gender, territorial, and socio-cultural perspective, she addresses the issue of Chagas disease. This challenge involves building trust between academia and health technical teams and developing responses that improve healthcare and health outcomes for pregnant women, their children, and blood donors, promoting health and rights for international migrants and the Chilean population.
Laura Tatiana Osorio Rubiano
🇨🇴 Health and Migration Cluster Consultant (Colombia)Expert in International Affairs, Human Rights, and International Humanitarian Law. Over 16 years of experience in managing humanitarian and international cooperation processes with local, regional, and global impact. For more than five years, she has supported the coordination of the Health Cluster in Colombia, leading key initiatives in response to humanitarian crises, recognized as innovative and replicable experiences across the Americas and globally.
Expert in strategic areas such as protection, health, education in emergencies, migration, armed conflict, and childhood. She has significantly contributed to resource management through the formulation and execution of humanitarian projects and the design and implementation of high-impact public policies at both national and regional levels across Central and South America.
Gloria Lagos Eyzaguirre
🇧🇴 Andean Health Organization (ORAS-CONHU)Dr. Gloria Lagos Eyzaguirre is a Clinical Psychologist with a Master’s in Public Health, major in Management and Governance, and a distinguished career in regional integration and cooperation in public health. She currently serves as Manager of Strategic Lines and International Cooperation at ORAS-CONHU, leading policy development and coordination among Andean countries to strengthen health systems, promote intercultural health, and reduce inequalities.
She has co-authored key documents such as the Andean Plan for Maternal Health with an Intercultural Approach and the Strategic Plan 2023–2030, and has actively participated in seminars on health, migration, and human mobility. Her leadership has been essential in consolidating interinstitutional alliances and promoting a vision of health based on equity, integration, and respect for diversity in the Andean region.
