An international space for reflection on the challenges and opportunities of social protection in Latin America.

General Objective
Exploring the challenges and opportunities of social security in the region, foresight, and future studies with public policies that strengthen well-being and competitiveness, under the auspices of the UNESCO Chair in Futures Studies for Development and Competitiveness.
Specific Objectives

Analyse global and regional social security trends to anticipate changes affecting social protection systems.

Identify disruptive trends and future scenarios that may affect social security and employment.

Encourage dialogue among graduates, students, and academic staff to strengthen the CIESS network at an international level.

“The Future of Healthcare Systems”
Holds a PhD in Government and Public Policy, with specialised training in foresight from institutes in Peru, Spain, France, and Colombia. University lecturer and consultant for organisations such as CIAP, IOM, FAO, and IUCN… Holds a PhD in Government and Public Policy, with specialised training in foresight from the Institute of Foresight and Strategy of Peru, the Institute for the Future of Peru, the Ibero-American Foresight Seminar with ECLAC, ATC INNOVA in Spain, proGective in France, and The Futures Factory led by Dr Sohail Inayatullah. Specialist in Scenario Design and Strategy. He has worked as a university lecturer and as a consultant in both the public and private sectors, focusing on planning, project management, evaluation, foresight, social security, social and solidarity economy, occupational health, and pension systems. Has provided consultancy services for organisations such as CIAP, IOM, FAO, IUCN and EAES. He is also a columnist for the newspaper La Nación in Costa Rica, coordinator of the project Costa Rica towards 2040: Scenarios of the New Normality. Author of the book “La Evaluación de la Responsabilidad Social como mecanismo de compensación social”, and is currently a lecturer and researcher at UNA and UCR.

“Actuarial Science and Its Future in a Changing World”
She holds a Bachelor’s degree in Actuarial Science and a Master’s degree in Actuarial Management of Social Security. Her academic background is further enriched by two specialisations: one in Demography and another in Introduction to ILO/HEALTH, focused on the development of actuarial models for health protection… She holds a Bachelor’s degree in Actuarial Science and a Master’s degree in Actuarial Management of Social Security. Her academic background is further enriched by two specialisations: one in Demography and another in Introduction to ILO/HEALTH, focused on the development of actuarial models for health protection. Her professional experience includes collaboration with the National Population Council and INEGI in Mexico. Internationally, she has worked with the Dominican Government at the National Statistics Office and at the Superintendence of Health and Occupational Risks (SISALRIL). She served as President of the American Commission on Actuarial Science and Financing (2015–2019) and has taught both undergraduate and postgraduate courses at INTEC. She is currently an actuary for the Family Health Insurance and Occupational Risk Insurance within the Actuarial Management Directorate of SISALRIL, where she is responsible for monitoring technical–actuarial solvency to ensure the sustainability of the SDSS. In addition, she represents SISALRIL on the Board of Directors of CIESS–CISS and coordinates the specialisation in Actuarial Calculations, Life and Pensions at INTEC.

She holds a PhD in Social Policy, along with two Bachelor’s degrees, one in Social Work and another in Portuguese Language and Literature, a specialisation in State, Social Movements and Culture, and both a Master’s and a PhD in Social Policy… She holds a PhD in Social Policy, along with two Bachelor’s degrees, one in Social Work and another in Portuguese Language and Literature, a specialisation in State, Social Movements and Culture, and both a Master’s and a PhD in Social Policy. Her career has developed within the Brazilian federal public service, focusing on the analysis and formulation of social and social security policies. She has served as a Technical Analyst of Social Policies at the Ministry of Management and Innovation in Public Services and at the Ministry of Social Security. She worked at the Ministry of Social Development and Assistance, Family and the Fight against Hunger, focusing on regulatory acts related to non-contributory welfare benefits. Among her recent publications are “Maternity Salary: New Perspectives in Light of Legislative Developments and STF Jurisprudence” and “The Future of Work and the Challenges for Social Protection.” She is currently the Coordinator of Regulatory Drafting at the National Secretariat of Social Benefits of the Ministry of Social Development and Assistance, Family and the Fight against Hunger in Brazil.
