Current Issues and Challenges of the Pension Systems in Colombia, Chile and Mexico
Background:
Pension systems face tensions due to various aspects such as: demographics, economic performance, labour market behaviour, among others, which makes it necessary to permanently monitor this situation. Thus, the CIESS considers it relevant to make an approach to the performance of the pension systems and the challenges within the different national realities. To this end, the CIESS promotes the analysis of independent specialists to contrast the different experiences. The first of these events is an approach to the systems of Colombia, Chile and Mexico from the perspective of experts from each country.

Financial consultant and professor at the Universidad Externado de Colombia.
Curricular summary
Business Administrator by the Pontificia Universidad Javeriana (Colombia) with a specialization in Financial Analysis by The Chase Manhattan Bank. With more than 40 years of experience in the Colombian financial sector: structuring and securitization of mortgages, commercial loans, promissory notes, infrastructure and real estate, management, and handling of investment portfolios of insurance companies and pension funds, company mergers, strategic planning, organizational and human resource development, risk analysis, leasing, insurance, etc.
He has been a financial consultant for several institutions in project structuring, studies for product development and business development, as well as research and development of financing alternatives, such as the World Bank-FDN-Greenmax, Titularizadora Colombiana S.A., Credifamilia Cia de Financiamiento S.A., among others. He has also performed private consultancies focused on Pension Funds, Health Promoting Body (EPS) and Outsourcing companies.
He is currently a member of the Board of Directors of Banco Popular and advisor to the Board of Directors of Fiduciaria Popular, as well as member of the Investment Committee Inmoval Desarrollos (Real Estate Fund) and member of the Board of Directors of the Center for Research and Development of Social Security (CODES).
He has also been a lecturer in social security programs, asset securitization and financial analysis. He currently teaches in the Specialization of Social Security and Labor Risks at the Universidad Externado de Colombia and teaches in the Master's Program of the Integral System of Care for the Elderly (CESA).
He has several publications about pensions and the Colombian social security system by the Universidad Externado de Colombia, as well as about mortgage portfolios by the Inter-American Housing Union.

Curricular summary
Graduate in Economics by the University of Chile; Commercial Engineer and Auditor Accountant by the University of Chile; Postgraduate ESAE, Magister and MBA by the Pontificia Universidad Católica de Chile; and, PhD Candidate in Sciences and Humanities for Interdisciplinary Research, UNAM Mexico and UADEC, Mexico.
He has worked as a professional and IT Manager at Caja Los Andes, Operations and Technology Manager at Isapre Consalud Corporación, General Manager of CIEDESS (Center for Social Studies of the Chilean Chamber of Construction) and Social Welfare Manager of Caja 18 de Septiembre. He has also served on the boards of directors of companies and non-profit organizations, in addition to holding management positions in national and international organizations.
Mr. Starck currently serves as Comptroller of the Inter-American Conference on Social Security, and is Parliamentary Advisor in the National Congress of Chile, professor at the Finis Terrae University and the University of Chile. Director of the Active Aging Foundation, Member of the Society of Geriatrics and Gerontology of Chile and partner of companies. Between 2010 and 2011 he was member of the Presidential Commission appointed to evaluate and propose improvements to the Chilean Labor Security.
Between 2011 and 2015 he was member of the Commission of Users of the Pension System, representing the Academy. He was also President of the Civil Society Council of the Superintendence of Social Security. He has co-authored several books and journals, on topics related to social security.

Curricular summary
Economist graduated at the Instituto Tecnológico Autónomo de México (ITAM), where he also obtained a Diploma in Stock Market Finance; he holds two Master's degrees, one in Development Administration from the London School of Economics and Political Science (LSE) and other in Public Administration from the John F. Kennedy School of Government at Harvard University.
He has held several senior positions within the Federal Government related to the study and public policy of labour markets and social security, including the Coordination of Planning and Evaluation of the Mexican Institute of Social Security (IMSS) and the Social Security Incorporation Unit. Most recently, he served as Director of Institutional Liaison and Evaluation of Delegations of the Institute.
At an international level, he has been a consultant for the Inter-American Development Bank (IDB) labour market division and The Brookings Institution, where he collaborated with quantitative and modelling research on the Mexican labour market. At the IDB in Washington D.C., he has been an expert consultant for the urban development and housing division.
He is currently the Director General of Afore XXI- Banorte.
